It has been considered highly accurate since the fluctuation depends on the hometown of the players. It has been reported that the Pokemon spawning frequency does not necessarily reflects on the specific location of the player. However, considering on the overall output, it has been effective so far.
According to the data, Kabuto has a 1/1000 spawning frequency. While Growlithe peak spawn most likely strikes at 3:57am. In addition, Psyduck has a 2.4% spawn rate, although it also depends on areas where the said Pokemon is spawning regularly. The said chart measures the Pokemon's spawn chance. It has been rumored that the chart is measuring the overall spawns per 10,000 Pokemon and the most active spawn chance. That will be useful for those players who are having trouble catching a particular Pokemon.
