If you noticed your international Samsung S3's Cell Standby feature seemed to be using an abnormal amount of battery power, you weren't alone. While not quite an international incident, the issue has raised the shackles of many new, and otherwise happy Galaxy S3 owners. Thankfully, the matter is not nearly as serious as it appears on the surface, and is easily corrected (or left alone).
The problem stems from an incorrect value in the device's power_profile.xml within its framework-res.apk, where the Cell Standby value is set to 34mA, instead of 3.4mA. This essentially means that international Galaxy S3's are reporting 10 times the battery usage from the Cell Standby feature than what is actually being used.
This error on Samsung's part leads to the device reporting Cell Standby battery usage as high as 70%, more than most other features on the device, when it is actually using just 7%.
The solution is relatively painless:
1. Open you framework-res.apk file via 7zip or winrar.
2. Navigate to "framework-res esxml".
3. Delete the existing "power_profile.xml" file and add the attached one found within the below link.
4. Now pull the framework-res.apk back to your mobile
5. Restart your Galaxy S3.

It should be stressed that this fix does not actually affect how much battery power is being used by the Cell Standby feature, it simply reveals the correct usage amount. Or you can simply ignore the high value, content in the knowledge that it's not actually using that much battery power. The choice, as they say, is yours.
