Yuri is the main character and protagonist of Modern Warfare 3. In that scene, they were riding on a jeep in the area waiting for Zakhaev, who is Yuri's target in that mission.
The idea of the Time Paradox achievement in the remastered version is to join the join the Modern Warfare games in the timeline of the series.
