After weeks of speculation, "General Hospital" finally made a choice as they decided to renew Billy Miller's contract for another year. Given the recent events in ABC's daytime soap, it seems that Jason Morgan would be back from the dead which would be perfect for Halloween.

Although most fans are hoping Burton to reprise his old role as Jason Morgan, there were others who were hoping for a face-off between two Jason Morgans.
If ABC can afford to have Burton back after Miller's contract renewal, this may be possible. However, there is no word of Burton's comeback on the soap or ABC's interest in courting the actor. With the announcement of the renewal of Miller's contract, speculations suggest that this would have made Burton's comeback impossible now.
It's All About The Money
"General Hospital" actors are starting to leave the soap opera and ABC is not willing to go after them if the price is not right. Apparently, money is a major issue. There's also news that the recent contract renewal negotiations with Roger Howarth and Rebecca Herbst did not go smoothly.
Given these circumstances, it's pretty clear that the ABC can't afford Billy and Burton at the same time even if having two Jason Morgans would make a good storyline. The network is known for killing off characters when they fail to come up with good terms during contract renewal. In fact, the recast for Nikolas Cassadine's role back in May was due to the failed negotiation with Tyler Christopher.
Needless to say, keeping Miller as Jason Morgan is a good choice since the actor seems to have more fans. Miller has a sizable lead over Burton based on poll results on who should be Jason Morgan.
