Dragon Ball Xenoverse 2 is slated for launch in late 2016. Most of the characters will come from DBZ and none from the Original Dragon Ball.
DB Xenoverse 2 Developer Explains
The upcoming game's producer, Masayuki Hirano said in a Crunchyroll interview that flying is one of the requirements for joining the Xenoverse 2. Most if not all of the fighters in the upcoming game have the ability to fly.
No Original Dragon Ball Fliers
The original DB characters were young and starting out back then. Even Goku has not yet mastered the art of flying and instead rely on his magic cloud to soar to the skies. Admittedly, Dragon Ball is a fantasy-based game but Hirano said that it will be difficult to balance the game if some characters have the advantage of flight while some do not.
