Just as Apple began testing iOS 6.1 with developers, the tethered jailbreak for iOS 6.1 beta 4 is already out. It's good news for registered Apple developers because they can perform a tethered jailbreak on iOS 6.1 beta 4 using Redsn0w 0.9.15b3.
Along with the fourth beta of iOS 6.1 (Build: 10B5126b), Apple also released beta 3 of the Apple TV software, as well as Xcode 4.6 Developer Preview 4. Released for iPhone, iPad, iPod Touch and Apple TV, developers can download the full iOS 6.1 beta 4 directly from Apple's developer portal at 896MB or it's available as a delta update at 56.5MB.
A Word of Caution
It should be noted that the tethered jailbreak for iOS6.1 using RedsnOw is for pre-A5 devices only - such as iPhone 4, iPhone 3GS and iPod Touch 4G and it relies on the publicly available iOS 6.0 firmware for your respective devices. The jailbreak does not work on other devices such as iPhone 5, iPod Touch 5G. This jailbreak is intended only for Cydia developers. So if you do not meet all of the aforementioned criteria, it is highly advisable that you wait a bit until 6.1 is officially out.

Step 1: Download iOS 6.1 beta 4 (developers only) for your qualifying device via Apple's developer portal, or as a delta update.
Step 2: You will be required to have iOS 6.0 available for your device on your computer . If not, download iOS 6.0 firmware file for your device.
Step 3: Download the latest version of RedSn0w (0.9.15b3) from here.
Step 4: Connect your device to your computer, and launch RedSn0w. Put your device into DFU mode, and RedSn0w should pick up the device in DFU mode.
Step 5: Click Extras > Select IPSW > and point to the iOS 6.0 firmware file. RedSn0w 0.9.15b3 should successfully identify the firmware.
Step 6: Go back to the main page of RedSn0w and click Jailbreak. Once the process is done, make sure Install Cydia is checked. Now, click Next to finish the entire jailbreak process.
Step 7: The process might take a while and once it is done, the iPhone will appear back on the Lock screen. Place the device back into DFU mode.
Step 8: Again, from the main page of RedSn0w, click Extras > Select IPSW > and select the iOS 6.0 firmware. RedSn0w should successfully identify the firmware.
Step 9: Select Boot tethered, and a tethered boot will be performed on your device. This is also a lengthy process similar to the initial jailbreak. You should see a pineapple logo during bootup, signifying a successful tethered boot.
Step 10: Once the tethered boot is complete, the device will go back to the Lock screen. Unlock the device, and swipe over to the second page. It may take a few seconds, but eventually you should see the Cydia icon appear. Open Cydia and let it perform its initial configuration and setup.
You have successfully jailbroken iOS 6.1 beta 4 on your device now. Since it is a tethered boot, you will need to repeat steps 8 and 9 again in order to reboot your device at any time.
