Dishonored 2 has just been released, bringing back safes you can unlock to get some loot. The items found inside are usually valuable, so it is worth hunting down every safe in the game. To unlock them, you will need the combination, which is always conveniently lying around the area. The numbers are different for every player, so instead of telling you what the combinations are, I'll tell you how to find them. Here's a comprehensive guide of the locations of the safes and their codes.

Dishonored 2 Chapter 1: A Long Day In Dunwall
Steel Safe: It can be found in a house close to the Dunwall tower. When you come out of the tower, look for the "For Rent" sign and enter the door to your left. You will find the safe inside and the combination behind a painting to the right.
Loot: Open it and you will get a Pistol, some Pistol bullets and 2 Silver Ingots.
Dishonored 2 Chapter 2: Edge Of The World
Winslow Safe: Across the Addermire Station, you will find a shop. The safe is on the first level and under the staircase, which can be seen immediately if enter through the door at the back alley. However, the combination is at the front inside the cash register.
Loot: A Pistol, some Pistol bullets, 2 Silver Ingots, a Gold Ingot and a bone charm.
Overseer Office Safe: As can be guessed, it is located in the Overseer Offices. More specifically, it's in the Vice Overseer's Office. The combination to this safe is on a piece of paper, lucky you. You just have to grab it from the desk in a dark room near the Overseer office on the same floor.
Loot: A Raw whalebone, a Rune, 3 Silver Ingots
Dishonored 2 Chapter 3: The Good Doctor
Steel Safe: Head over to the Addermire Institute and enter the lobby. Head to the right and bring yourself up to the broken walkway. You will eventually come across a room with the safe inside. The combination can be found on a desk.
Loot: A Silver Ingot, a Copper Wire and a combat sleep dart blueprint.
Vasko's Monitor Safe: This one is in the same building, but in the second floor. Turn left immediately after exiting the elevator. You will pass through the lab before getting to Vasco's office. In the office, you will find the safe near the desk. You will get the combination from a badly injured man lying in a stretcher in a room with Alexandria Hypatia.
Loot: Addermire Solution and Vasco's Journal.
Dishonored 2 Chapter 4: The Clockwork Mansion
Lower Aventa District Safe: As you exit the sewers, head left towards the building with a map board. Turn left and pass through an alleyway until you see bystanders. Enter the building behind them and go upstairs, where you will find a room with a safe inside. The combination key is written on the blackboard in another room. Look at the corner and get the first two digits. You will have to guess the last digit, though.
Loot: 2 Silver Ingots, a Lucky Sphalerite and the Gathering of the Regenters book.
Dishonored 2 Chapter 5: The Royal Conservatory
Winslow Safe: Head to the front door of the Royal Conservatory and you will it blocked with a Light Gate. Turn 180 degrees so the gate is directly behind you. You should see a balcony above you; now go there and enter the building. Immediately take a left turn and you will find the safe inside an office. To get the combination, you will have to complete the Black Market vendor's side quest, which is to deliver the Roseburrow Prototype. After which, enter his store to find a note with the combination.
Loot: 5 Silver Ingots, a Silver dust, a Pistol and some Pistol ammo
