Check Your HDMI Cord
4K displays have no problem even when using HDMI cords. However, you have to make sure that the cords are "Premium Certified." Moreover, some long cords can experience loss of signal so that might be a problem. It's much better, therefore, to use a shorter cord.
Check Your HDMI Port
Although there are a lot of 4K TVs, not a lot of them support 4K HDR. Check your TV manual if it has this kind of support and which port you're supposed to plug your PS4 Pro. If you are using a set-top box, make sure it's 4K HDR compliant.
After that, check your HDMI port if it's switched to HDR mode. However, the name for this is different in each brand. For example, Samsung calls this mode as HDMI UHD color, Vizio calls it HDMI Color Subsampling, and LG calls it Deep Color.
